Someone seems to have modified the link on the process page, so your request went to completely the wrong place. ;(
I've reassigned it now... and will correct the process page.
It was set up as a template which worked originally... I think it may have gotten broken when I reported that there were some typos in it. I will sort it out when I get back on Friday from a business trip.
The modification on the process page was made at my request in https://fedorahosted.org/fpc/ticket/626 but I hadn't noticed that the BZ admins screwed up the component for the template. I've got https://bugzilla.redhat.com/show_bug.cgi?id=1337534 open to have them fix that template, at which point we should switch it back.
The reason for the template is to get answers to several important questions to help us decide if it's acceptable to just add the preset or if it will need FESCo discussion.

I don't think there is anything for FESCo to actually do here. The initial bug doesn't need review and sgallagh has already added PRs for fedora-release and fixed up all the incorrect linkage/bugzilla issues.
