For the 2016-02-05 meeting as the Change Proposal was announced on devel-announce@ list on 2016-01-25.
Langpacks installations is re-designed using language metapackages langpacks-<langcode> and RPM weak dependencies (Supplements tag).
Note: This Change has been by a mistake announced using name "Langpacks Using RPM Tags" - this has already been corrected.
