Disable by default the SSL 3.0 protocol and the RC4 cipher in components which use the system wide crypto policy.

I'm a conditional +1. I asked a [https://lists.fedoraproject.org/pipermail/devel/2015-May/210422.html question] this morning on the devel list about how upgrades from F22 will be handled that I want an answer to before we approve this.
