the reviewer took over the package mid review, the submitter set the review flag without a clear review ever happening
= reason = It is plain unacceptable behaviour by both the submitter and reviewer.
= recommendation = Reprimand both packagers and review if they should have some kind of punishment, dropped permissions, etc.

Agreed on today’s FESCo meeting: new reviewer to make sure that is done in this ticket, and, gentle reminder to do reviews in a documented transparent way in the future (+5)
