#1317 summer 2014 special election schedule

As discussed at the last FESCo meeting: there are two open seats on FESCo and we would like to fill them using a special election. (The FESCo policy states that open seats are first filled with runner-ups from the previous election and once those are exhausted, which they are, FESCo nominates community members directly. We felt more comfortable with an election.)

This ticket is for coordination of that.


Could you list the people that previously (or still) held the seats open? AFAIK only Toshio's seat is really open. I thought Bill's was filled by Kyle per policy.

Peter Jones also resigned. With the election schedule as approved by the board, that position would normally be up for re-election after F21. (As is Kyle's seat, FWIW.) Toshio's seat is on the alternate cycle. I think the most logical way to do this is to have the first-place election winner take Toshio's place (e.g., through F22) and the second-place winner take Peter's (e.g., through F21).

Perhaps we should/could simply move up the post-F21 election to pre-F21, and have the full FESCo election, and appoint Toshio's seat with the runner up there. I'd resign to have the seat stay on the normal schedule, if others on this cycle would as well. (I wasn't planning to run anyway, just fill Bill's shoes in the interim.)

If you wish, you could resign and we could fill notting's/your seat via the special election as well (although it would be great if you'd continue to fill it until we get the election results).

As for moving the cycle, we talked about that extensively in the meeting and there were quite a few people who felt that it would be detrimental to hold general elections midway through a release (and also a few who felt it was desirable to hold an election as F21 is a longer release cycle). Having the vacant seats filled via a special election was the compromise plan that we approved to meet the minimum needs of both parties.

Wouldn't make sense to change next FESCo elections when everything is changing? Imho there should be always representative from each Working Group and other members picked by the old fashion way. But that would need more thinking if people from WG were appointed or also elected and how will be elected people from WG and non WG members... I don't have any concrete proposal, but it seems to me Fedora.next should have also changes in committees.

I think it's definitely worth looking over this at the governance meetings at Flock. The policy for filling in vacant seats doesn't seem ideal.

Anyway, the board okayed the extension based on the idea that it's better not to change engineering leadership mid-cycle. But if we are going to replace more than one person, an election does seem appropriate.

What I think we need here is basically a schedule for the nomination period, questionnaire, town hall, and voting. (And as noted in the meeting, hopefully we can get better participation than we have recently.)

Two proposals, one for standard elections format (but as these are FESCo only elections, Candidates Questionnaire is shorter, does not apply for Townhall as it could be more difficult to find suitable time for all candidates). Results will be available by the July 23th meeting. Fast track without questionnaires and townhall would be one week shorter but I think it's worth to try to do standard elections. As Dennis proposed, we can reuse last election's questions.
