Adam, is there an urgency, or can we plan to keep this in updates-testing for a week or so?
It's not urgent, no (though I'm sure some are eager for it, but that's not the same thing). In fact I would probably turn off karma automation for the update until it had some time to settle.
Cool. That seems like the best way, because then the eager people can get it from updates-testing and... actually help test.

+1 I suppose, but if LLVM really has such an unstable API/ABI and we expect to be rebasing in the future as well, adding it as a documented exception to the policy would help make the situation clearer to interested users.

I expect this will be a recurring thing, yes. It is in fact a recurred thing, we did this in F18 as well.
