#1266 Updates to the non-responsive policy

Couple of updates to the non responsive maintainer policy.

==== Invalid email addresses ====

The nonresponsive maintainer policy was designed for cases when a maintainer drops entirely off the radar and we don't know anything about what's happened to them. There are a few things that do give us additional information, however, and I'd like to update the policy to account for them.

This addition allows us to start the Unresponsive maintainer process at Step 4 when we know that the maintainer's email address is no longer valid.

OK; why does this start with "file a FESCo ticket" in addition? Shouldn't we just skip steps 1–3 and otherwise use exactly the same process? (In particular, giving the maintainer a chance to speak up before assuming action will need to be taken.)

The steps in "outline" end with only reassigning a single package; if the intent of this proposal is to in fact orphan all packages at the end of the ordinary process, that's much more than just documenting the current policy, and should be integrated with the steps in the outline.

I noticed when applying the change that I had forgotten to fill in the period that an email address needed to be bouncing before we considered the email address invalid. Nirik and I decided 7 days would be a suitable value so I wrote that in:

  1. Email to the address bounces (to differentiate from temporary bounces like mailbox full, this should go on for a period of 7 days)
