#1234 Close a loophole in the Nonresponsive Maintainer procedure

In https://fedorahosted.org/fesco/ticket/1233 there was a package which had a non-responsive maintainer. The person wanting to take over the package was able to have it reassigned to them by putting in a Fedora SCM Request. This was processed by a cvsadmin and the package reassigned.

However, the complete non-responsive maintainer process wasn't followed:

In particular, no one from fesco approved the assignment.

the question was raised as to whether there should be any change to policy because of this or if we should advise cvsadmins to be watchful for this corner case.


I'm OK with advising cvsadmins; if it becomes such an issue that it impacts their workflow significantly, we can consider infra changes.
