-1 You have given no justification for this request. Why do you feel that you need provenpackager? Moreover, you have only one package that you are currently maintaining in Fedora proper, which does not give any indication of your overall understanding of the process.
Don't disagree with your summary, though the actual criteria for Provenpackager could do with tightening on the wiki page.
Should have mentioned that I was interesting in joining as a friend was looking to start packaging for Fedora and wanted by input/help as I've been doing packaging outside of Fedora for years. It seemed to be the only sensible way to ensure I could help when we initially discussed it. Think we'll be going down the github route first to allow me to review/pull the package he is doing.
