We discussed whether the UsrMove feature meant that we've replaced /bin with /usr/bin or that we've merged /bin with /usr/bin. FESCo stated a preference for thinking of it as a merge rather than a replacement. If I understand the mailing list thread correctly, https://lists.fedoraproject.org/pipermail/devel/2013-July/185685.html as not wanting to go around fpc, then this is probably all that's needed for FPC to go ahead with deciding whether to change the guidelines and if so, in what manner.

agreed Defer to FPC figuring out the right thing to do here, reevaluate if this needs to be handled as a Change then. (+6,-0)
