And they are required for upgrade to Fedora n+1 So they have to be part of upgrade tools.
But this keys are created only short time before release of Fedora n+1. Which imply that upgrade tools needs to be (re)build short time before release of Fedora as well. This is suboptimal.

I would like to suggest that GPG keys for Fedora n+1 are created just after release of Fedora n. Or at least when Fedora n+1 is git branched. This will give authors of upgrade tools more time for development and code stabilization even when the packages are not yet signed in early phase of Fedora.
This is a rel-eng issue. You should file a ticket in the rel-eng tracker.
For what it's worth, the F19 keys are already generated and being used even though we're well away from Alpha. They just aren't listed on the page you point to.
