#8 Becoming provenpackager: be more explicit (who, when, where)

Nitpicks:

"sponsors list" is not a list, it's an alias, so I would just drop 'list' from it.

"automatically approved" reads weird to me. How can it be automatic if there's voting on it first? Perhaps drop "automatically" ?

This PR is a result of a discussion in a fesco meeting and is mostly cosmetic. @kevin reviewied it also. So I'll merge this without a formal reference.
