Hi, I don't know enough to say whether it's a problem with bugzilla or the links themselves, but the non-responsive maintainer template links are broken on https://docs.fedoraproject.org/en-US/fesco/Policy_for_nonresponsive_package_maintainers/#steps
Bugzilla gives back "file error - cannot find file - bug/create/create-fedora-nonresponsive-maintainer.html.tmpl () "
We're waiting for the templates to propagate from the beta bugzilla instance to the real thing.
Actually, this is already fixed.
