This issue will track creating the base project - starting a new Flask app, starting a test suite (starting off with 100% coverage is easier than playing catch up later!), and having it answer the basic GET /v2/ Docker v2 API request.

This was resolved by #8.
I'm going to remove the blocking relationships on this ticket since Pagure won't let me close this issue with them in place.
I had to remove blocking relationships in several other tickets to accomplish this.
