fedscm_admin creates a master branch in PDC even if only an epel branch was requested but it does not create the branch in pagure. Since PDC branches are not user visible this leads to maintainers of EPEL-only packages not to retire the master branch, see for example:

I'd prefer if the master branch was not created in PDC in such cases, over it being always created in pagure.
