Currently fedpkg downloads all missing sources that are specified in the sources file, even if they are not referenced to in the spec file anymore. This makes fedpkg download unused sources for local builds that are created to test the update before uploaded it to the lookaside cache. But then fedpkg first downloads the old source from the slow lookaside cache wasting time. Since spectool can figure out which sources are required, I guess fedpkg could do the same.
Source file list including patches can be got from SPEC, which could be a reference to filter out sources file that do not need to be downloaded.
