#611 retire command should prefix commit message with "[retired]"

Each time I retire a package (whether rename or removal) I regret not including the "retired" keyword in the commit message: I think it would be good if fedpkg prefixed the commit message with "retired: " or maybe better "[retired]" to make this more explicit (particularly if the description doesn't mention it.
