Issue #414: stop requesting playground branches automatically with epel8 ones - fedpkg

The EPEL sig has decided to revamp playground and as part of that we want it to be opt-in, not required for epel8 branches.

So, if we could drop the code in fedpkg that requests the epel8-playground repo when a epel8 one is requested that would be great.

They still do need to be able to request epel8-playground, just doesn't need to be automatic with epel8 requests.
