This was reported by @till in ticket

To test new upstream releases, I use spectool -g to download the sources after updating the Version/Release tags and then run fedpkg local. However, fedpkg local then downloads the files from the sources files instead of just starting the build. Therefore please make it only download files if they are needed according to the Sources lines. I guess the same spec parsing logic as in spectool can be used for this.

I think this would be useful for developers, because for a local build for a quick test, it does not make sense to upload a source file into lookaside cache in advance.
