Packages can only be retired in Rawhide and Branched until Final Freeze. Fedpkg should block retirement in other releases.
The status of release can be queried in Bodhi: https://bodhi.fedoraproject.org/releases/F30
Rawhide and EPEL branches can be retired at any time, no change is needed there.

AFAIK @bowlofeggs won't be around to reply for quite some time (family reasons), so you might be more lucky querying that information on some mailing list.

It did. I am sorry for that. It seems I forget the sentence "Rawhide and EPEL branches can be retired at any time, no change is needed there.". I will open a new ticket for this.
