#313 RFE: fedpkg mockbuild: pass --disablerepo and --enablerepo to mock

I'd like to run fedpkg mockbuild --disablerepo='*-modular' or --enablerepo=local. The --disablerepo option is supported by mock command, but not by fedpkg mockbuild.
