Issue #191: fedpkg retire doesn't seem to change owner - fedpkg

it was fedpkg retire'd, but owner is still there.. I think it should transfer ownership to orphan user.

Also for rust-quickcheck0.4 it doesn't work at all, package is still in repos and not blocked.

fedpkg just adds dead.package to package repo, the rest should be handled by pdc-updater. @ralph Any thought on this issue?

This is probably related to fedora-infrastructure#6928.
