Release 1.26
    
    Bump version to 1.26 and fix following package issues.
    
    - Update COPYING with latest GPLv2 license from
      https://www.gnu.org/licenses/gpl-2.0.txt. rpmlint reports the address
      is outdated in original COPYING.
    
    - Package URL is updated since the original fedpkg project in
      fedorahosted.org has been closed.
    
    - Remove shebang from fedpkg/__main__.py as it is not executable.
