Copy pip-pycurl to ensure pycurl is installed correctly
    
    rpkg can be installed from PyPI while running tests by tox. pip-pycurl
    is copied from rpkg to ensure pycurl is installed correctly in different
    Fedora distro 26 and >=27. Refer to
