It seems the rpminspect test is "non-voting" optional to pass Zuul CI. [1]

I want to make the rpminspect required to pass Zuul CI for the rpms/rubygem-mysql2 repository, and I expect this PR is the change to do it.

Could you review this PR, and merge if the code looks good to you? I am not familiar with the syntax in the zuul.d/projects.yaml file.
