The problem is that keyboard layout is broken in F29. It's currently a RejectedBlocker but the blocker vote was divided and the opinion of the Workstation WG has been requested. We should discuss on Monday whether this is serious enough to indefinitely delay the release of F29. (FWIW I think it clearly is: this bug is a disaster, unfortunately.)
We agreed to request that this be a blocker.
