I have reported the request at BZ:

But since those tickets are largely ignored, I figured here might be enough relevant audience. And sorry if I am mistaken and this is not the right place, but the state of Gnome related BZs are unfortunate from user perspective.

I will ask the mutter developers to look at the Red Hat Bugzilla report. I fear the devkit probably really does require mutter-devel; it would be pretty weird for it not to.

I'll leave this open just as a reminder to make sure the Red Hat Bugzilla bug has indeed been handled.
