#327 Support webp wallpapers out of the box

gnome-backgrounds has switched to webp as the format for its wallpapers. I think we said that we'd do the same for the fedora backgrounds.

webp-pixbuf-loader seems to be required to display webp wallpapers. We should make sure that it's preinstalled for new systems, and pulled in on upgrade for existing installs.

Plasma is adding support for AVIF wallpapers (it's currently a plugin: plasma-wallpapers-dynamic). Will GNOME eventually support this too?

If somebody writes a gdk-pixbuf plugin, then it will be supported.

The gdk-pixbuf plugin already exists: avif-pixbuf-loader package produced from libavif source package.

This is solved now, right? The wallpaper package has the right dependency added, so we're done?

Yes. Both fedora wallpapers and gnome wallpapers have a dependency on webp pixbuf loader now and it's nicely pulled in to the default install.
