I found that this request has already been made in upstream. It got closed, because according to the maintainer, it should be a task for the distro.
So, Spice Guest Tools could be available in an ISO format just like virtualbox-guest-additions (in /usr/share/spice-guest-tools maybe?)

An option could be integrated in GNOME Boxes/Virt-Manager in the future (making Spice Guest Tools as a dependency) and it might even be possible to install these tools silently when using Boxes's express feature. That would dispense documentation of how to do the installation, for example.
However, I'm a bit confused about where to suggest this. Would it be better to fill this request in Boxes and Virt-Manager issue trackers?
These are already packaged and even installed by default (spice-vdagent package). That's why you have nice screen resolution, host clipboard support, and can copy/paste into nautilus in Fedora Workstation VMs, whereas other distros lack these nice things unless you know to install the package.

This installer contains some optional drivers and services that can be installed in Windows guest to improve SPICE performance and integration. This includes the qxl video driver and the SPICE guest agent (for copy and paste, automatic resolution switching, ...)

Uh... surely that's up to Boxes to deal with, not Workstation WG? We have zero interest in Windows.
We do install the spice guest tools on Windows when installed as an express-installation https://gitlab.com/libosinfo/osinfo-db/-/blob/master/data/install-script/microsoft.com/windows-unattend-desktop.xml.in
I could look into the possibility of Boxes downloading the files and feeding it to the VM in the ISO format (I am not sure about the details of implementing this). This would be done upstream, not through distro packaging.
Sounds like this needs to be reported against gnome-boxes. Please go ahead and do that, @cereal-lava-planet !
