Currently, there is no easy way to reset an app to its default state. It's not possible to do this by re-installing, because when removing RPM apps, the hidden directories under the home folder won't get removed. Same thing for flatpaks: the apps directories aren't deleted in the ~/.var/app folder. Also, residual settings can be found in d-conf editor after the app removal. Things are very fragmented.
I don't know if this is a fundamental problem in Linux, but I'm posting this discussion anyway.
One part of this is covered by https://gitlab.gnome.org/GNOME/gnome-software/-/issues/257 . The other part is having some way to remove app data for apps that are no longer installed.
The GNOME Settings Applications panel could be a place for this. It already has the "Storage" dialog which is somehow related.

I think we should defer this to upstream. Please file a separate issue against gnome-control-center if you want to pursue it there.
