This includes the dnf system-upgrade, dnf offline-upgrade, and dnf offline-distrosync plugins. This is very useful when there is some packaging issue which needs more detail to assist with than easily given by GNOME Software, and having the plugins preinstalled simplifies instructions.

No, I think this is the correct place to discuss it :) The workstation comps are managed by Workstation WG after all. If we get a few more +1's I can go and do a PR for comps to add it.
Outside of Workstation, everyone still uses @standard, so it should definitely be added there.
