blivet-gui is currently installed by default in Fedora 26:

We probably don't want to ship with this. For the past couple of years we have ensured that the set of applications installed by default is carefully-curated.

Note the agreement text used there is slightly misleading, since the WG did not directly vote on this issue, but I think it accurately reflects our intent based on today's WG meeting. I tried to be transparent about this in the meeting:
