there is no workstation netinstall for f31, please remove the link or change to point at the server-netinstall on https://getfedora.org/en/workstation/download/
You need to replace:
https://download.fedoraproject.org/pub/fedora/linux/releases/31/Workstation/x86_64/iso/Fedora-Workstation-netinst-x86_64-31-1.9.iso
with:
https://download.fedoraproject.org/pub/fedora/linux/releases/31/Everything/x86_64/iso/Fedora-Everything-netinst-x86_64-31-1.9.iso
At least for me. There does not seem to be Workstation netinst iso any more or it still is missing in mirrors.
This was fixed in dac9434.
