Some of the URLs for the aarch64 Spins downloads are pointing to the wrong location from

https://alt.fedoraproject.org/alt/

They should all now be from https://dl.fedoraproject.org/pub/fedora/linux/releases/40/Spins/aarch64/images/ and not from the fedora-secondary URLs.
