aarch64 workstation is now a release blocking artifact, which means it will be moved to primary arch location in the mirrors that is /pub/fedora/linux/releases/XX/{test/XX-Beta/}Workstation/aarch64 instead of current location

Please make the necessary changes by F32 Final.

Looks like this just needs to be done in the releases.json file. I don't see that current releases have been moved to the new location, so we'll just have to make sure this gets done in the json file update. Reassigning to @codeblock since he generally handles that.
