Has there ever been any attempts to move %version_no_tilde to redhat-rpm-config? It's in the default buildroot, anyways, but I feel this is more generally applicable and thus that the rust macros aren't the best place for it. I would like to use it in the ansible macros, but I don't feel super comfortable depending on the rust macros for this.

I'm not opposed to moving it. If it works for for use cases that are not Rust crates, why not. We just need to make sure that its behaviour for crate versions never changes, otherwise the Rust stack would be instantly screwed :)
