TL;DR: The advice was that we can just drop "with exceptions" qualifier for "ASL 2.0" in Fedora.
Unfortunately the parer for the SPDX expressions is very primitive, and it doesn't understand that WITH is an operator. So just adding a line for Foo WITH some-exception,Foo WITH some-exception,Fedora name doesn't get converted to Fedora name. So this will be more involved.

I want to fix the parser anyway, but it's not a five-minute thing.
