Disable systemd-networkd-wait-online.service
    
    As of systemd 232 upstream, this service is enabled by default (to
    match the enablement of systemd-networkd.service). Since we disable
    systemd-networkd.service in Fedora, we need to do the same here in
    order to avoid failures at boot time reporting the system as
    operating in "degraded" mode.
