relvalconsumer: run on PDC 'compose added' not Pungi 'complete'
    
    this is so that we can be sure we'll be able to do label<->cid
    interchange and package querying via PDC during event creation.
    It avoids the need for the hack of passing 'cid' to
    `event.create()`, so we stop using that too.
