Toxify, DCOify, lint setup.py, add modelines, pylintrc, etc.
    
    Doing all the 'project boilerplate' stuff I've been doing for
    all my other projects lately. Make it tox testable, make
    setup.py test work, add the DCO wording to the README, add a
    version string to the consumer, add missing copyright headers,
    add a pylintrc and a gitignore, add vim modelines, add a
    release script, all that good stuff.
