I would expect the blocks for each package to be split more-or-less evenly between the two columns. But I have some set of filters, and the first column has maybe a dozen packages, and the second one is empty. It seems that the packages are split between columns first, and then filtered.

I improved the balancing algorithm, it is now deployed on stg instance.
