During Fedora 13, karma from members of the FAS 'qa' group was required for critical path package updates. We don't have a clear process for joining and contributing to this effort.

I think we can consider this issue resolved. Thanks to all who contributed ideas and wiki content!
Additional process definition around proven_testers can take place in new tickets (e.g. documenting common or package-specific test procedures).
