Add FEDORA-2023-f97b3c0aca to F39 workarounds to fix upgrades
    
    F38 to F39 upgrades are currently broken because F38 has a newer
    linux-firmware than F39 and some files were moved between
    packages. This adds the corresponding F39 update to workarounds
    so upgrade tests on F38 updates will hopefully work again.
