Add README (heavily tweaked from the tools one), tweak config
    
    This is based on README.md from openqa_fedora_tools but adapted
    and updated. Also default the resultsdb reporting consumers all
    to report to localhost, it's safer and about as useful; we can
    configure the appropriate URLs for the infra deployments in
    their config files.
