    Give up on Bodhi and use home-baked release metadata
    
    So for another cycle, Bodhi has decided the new release is stable
    too early: it's returning F33 as stable but it's not mirrored or
    bitflipped yet. This breaks a ton of stuff.
    
    At this point we've tried using the old collections JSON, PDC,
    and Bodhi for release metadata and they all have issues. So I'm
    just going to use my own handrolled metadata instead and update
    it myself, when it ought to be updated. At least it makes the
    format simple and I don't have to ask anyone else to fix things.
    The metadata lives in QA's space on fedorapeople, so anyone in
    QA team can update it if I'm incapacitated.
