#258 Idea: Confirmation that blockers were fixed

Here's a rough idea: Sometimes it happens that an accepted blocker bug gets closed, either by Bodhi automatically, or by the package maintainer who doesn't understand the blocker process ("reported/fixed upstream, closing"), or perhaps even the original reporter for some reason. If we don't follow such bugs closely (are CCed and paying attention whether it should really be closed at this point), it can easily happen that we lose track of important problems which are either not yet fixed, or might've been fixed, but we don't have any confirmation for it.

BBA could help identify these cases. It could look whether accepted (perhaps even proposed?) blockers were in the VERIFIED state before closing, and highlight those, which weren't. Those would probably appear on a new page in BBA. BBA admins (or some other privileged group) could then click a button to mark a particular bug as verified and remove it from the list, or we could use a flag in bugzilla, something like that.

The implementation needs some further thought, for sure. But the idea is good, I think.
