don't consider previous release and 0-day blockers 'proposed'
    
    Summary:
    my fix for the new blocker types didn't update the definition of
    'proposed', so bugs that were accepted as 0-day or previous
    release were also still considered 'proposed'. this should fix
    it.
    
    Test Plan:
    Update blocker info and check that #1328498 isn't in
    proposed list any more.
