Well, I think that this is basic functionality, but I also believe that the basic functionality is "sort of there" with a slight workaround

gnome-photos is not ready for final release. it's already limited in what it can do, so it should at least do that without bugs.

Given how little functionality gnome-photos has and that Favorites are prominently visible in the top bar, I'd say marking photos as favorite is a basic functionality of gnome-photos. At the same time, it seems to be the least important feature (compared to displaying photos, organizing into albums, and doing basic edits). So I don't have strong feelings here.
