This is the old 'how much is considered 'basic functionality' or 'typical use' (for the default panel criterion) conundrum. I kinda wish we had clearer explicit rules for control center apps specifically. But I'm probably a weak: FinalBlocker +1 on this.
I believe that if gnome-control-center recognizes a device and allows you to manipulate it, then basic functionality settings are definitely basic functionality which includes adding and removing the device.
