This is slightly similar to #457, which was accepted as a blocker. Also, being able to remove a package you just installed, or being able to reinstall an existing app counts as a basic functionality of a package manager.

I agree.
This is KDE, not Fedora Workstation.
As you said in the bug, you can remove installed package after closing and opening Discover (this is probably the first thing that you'd try if it doesn't work). The same applies for package reinstallation.
In my opinion:
FinalBlocker -1
I know. Both are release-blocking, though.

Yes, I know. However, the criterion is not strongly and undoubtedly broken (you technically can install, update and remove packages), so it's a matter of opinion and perspective if this ends up as a blocker. And that can (and does for me) depend on the fact if it's Workstation or KDE Spin.
I go with @frantisekz, it can be listed as know bug, but not a blocker. FinalBlocker -1
FinalBlocker -1 I agree that the criterion isn't really violated. It's an unfortunate bug, but I think fixing it after release is acceptable.
FWIW I didn't really agree with accepting #457 as a blocker either, but I didn't bother putting up a fight about it as we had a fix, IIRC.
It's an obnoxious bug, but I think it's functional enough to commonbugs it and fix post-release.
If installing and removing a package doesn't count as a basic functionality of a package manager, I don't know what does. * kparal grumbles
installing or removing a package. doing both in quick succession is advanced! :D
FinalBlocker -1 It looks acceptable to fix it post-release.
